The Manager, People leads the People side of the People & Talent Operations team. This position lives NorQuest’s values of ‘finding ways forward’ and ‘we is greater than they’. Reporting to the Director, People and Talent Operations, the Manager, People is an integral member of the People & Culture Leadership team. They play a key role in the effective development and implementation of divisional strategies that positively impact employee experiences and organizational results. This position oversees two teams of HR professionals including Talent Acquisition professionals and Human Resources Business Partners (HRBP’s). These teams support people leaders in identifying, developing, and implementing solutions across a range of HR functions for the college including talent acquisition, workforce planning and organizational design, performance management, labour and employee relations, and workplace health and wellness

- Understand the human resources needs of the organization and help support strong business outcomes through the development and implementation of strategic and integrated human resource practices.
- Provide senior-level guidance and support in all areas of labour relations such as interpretation of collective agreements, managing grievance and arbitration processes, and the collective bargaining process.
- Support efforts associated with employee experience surveys (i.e. – employee engagement, psychological safety, entry/ stay/ exit surveys etc.) by supporting the development and execution of action plans designed to address opportunities revealed through organizational surveys.
- As a member of the People & Organizational Development Leadership team, collaboratively drive organizational results while supporting team and individual development within People and Organizational Development.
WHAT YOU BRING:
- Undergraduate degree in business or a human resource focused discipline or an equivalent combination of education and related experience.
- Chartered Professional in Human Resources (CPHR) designation.
- Several years of management experience in a similar position leading a team of HR professionals.
- Experience working within a post-secondary or public organization is strongly preferred.
- Experience in integrating equity, diversity and inclusion into Human Resources strategies and practices.
- Able to communicate effectively with individuals and groups across all levels of the organization (verbally, in writing and through presentations).
- Highly developed ability to coach others through resolution of complex issues.
- Able to effectively balance the operational and strategic needs of the organization.
- Able to impart knowledge based on interpretation and application of legislation, collective agreements, policies and procedures, and government regulations.
- Demonstrated success in leading people through a collaborative, results-oriented, team-centered approach.

Decision Making:
This position works with a high-degree of independence and is responsible for the management of all day-to-day activities within the People department. This position is responsible for making a wide range of discretionary decisions utilizing analysis, experience, and judgement. Decisions made by this position are often of a very complex nature where there is often no precedent available to inform decision-making.
Leadership:
The Manager, People delegates responsibilities and provides full supervision to a department representing half of the division (8 direct reports). This position leads the execution of People & Talent strategies and initiatives while inspiring and building commitment to furthering the organizational strategic direction.
Working relationships:
The Manager, People interacts with members of the college community at all levels representing all employment groups, as well as with external stakeholders including government (PBCO, Office of the Auditor General, SHRO/ ACEIA post-secondary employer groups etc.).
Initiative to Act:
This position is given autonomy to fully lead the day-to-day HR operations supported by HRBP and Talent Acquisition teams. Purposes of escalation would primarily be for effective and timely communication and to ensure there are no unconsidered risks from the perspective of organizational coordination and strategy.
SALARY: $114,556 - $143,224 reflective upon what you bring AKA your education and experience. This is a full-time cover-off position for up to 6 months.
