NorQuesters are difference makers and we’re searching for someone dedicated to finding ways forward to join the People and Talent Operations team as the Manager, Talent Operations for a one-year leave cover-off. Reporting to the Director, People and Talent Operations, the Manager, Talent Operations oversees the functional areas of HR operations, ability management and occupational health and safety.
The Manager, Talent Operations is responsible for providing mentorship, coaching, guidance and leadership to a multi-disciplinary team which includes Talent Coordinators, an Occupational Health and Safety Consultant and an Ability Management Specialist. This team is responsible for the Human Resources Information System (HRIS), administration of pay, benefits and leaves, employee life cycle changes, compensation related actions, ability management, WCB, occupational health, safety and wellness programs and initiatives.
The Manager, Talent Operations leads the development and implementation of programs and initiatives designed to improve employee experiences and strengthen the essential foundational aspects of the services supported by the division, considering best and emerging practices. As a member of the People, Culture & Equity leadership team, the Manager, Talent Operations will support the implementation of the strategic plan and People Strategy and ensure best practices and legislative requirements are integrated into the college’s policies, procedures and practices. They will collaborate with partners across the college in creating a safe, healthy and inclusive work environment.

HOW YOU’LL MAKE A DIFFERENCE:
HR Operations Management
- Oversee the day-to-day HR operations, including payroll, benefits and leave administration, employee records, HRIS management, employee assistance program, long service recognition, and HR compliance.
- Support the administration of employee lifecycle changes including onboarding, promotions, transfers, end of assignments, terminations, resignations, retirements, vacation payout, severance calculations, benefit termination/ continuance.
- Partner with colleagues in the People, Culture & Equity portfolio to lead initiatives to enhance employee experience, engagement, and retention.
- Recommend, develop, maintain and evaluate programs, seeking opportunities to enhance the college’s total compensation and wellness offerings.
- Work with the HR Business Analyst in ensuring internal reporting requirements are satisfied through the design of appropriate reports, analysis, and reporting mechanisms.
- Partner with the Compensation and Job Evaluation Specialist on compensation related initiatives including salary and severance disclosures and other compensation related services (ex. market modifiers, overpayments, salary increases, etc.).
- Serve as the Business Lead on several HRIS related projects.
- Oversee the management of HR software systems, ensuring data accuracy, integrity, and confidentiality.
- Undertake special projects and perform all other job-related duties as directed by the Director, People & Talent Operations.
Occupational Health and Safety (OHS)
- Oversee and support the OHS Consultant with the development, implementation and management of the college’s OHS program, policies, and procedures.
- Ensure the college complies with current health and safety and workers’ compensation legislation.
- Work collaboratively with management and employees to foster a positive safety culture.
- Oversee the WCB program including account administration, claims management and appeals, and modified work arrangements.
- Oversee OHS and WCB investigations, ensuring proper documentation and corrective action when needed.
Ability Management
- Provide oversight of the ability management program that supports employees with their medical accommodations and leaves (including short-term illness, long term disability, gradual return to work plans and medical accommodations).
Policy and Procedure Development
- Work with the People & Talent Operations leadership team to develop, implement, and maintain policies, procedures, and guidelines to ensure the smooth operation of HR and OHS functions, and compliance with provincial legislation (e.g., Alberta Employment Standards, Occupational Health and Safety, etc.).
- Regularly update policies, procedures and practices to reflect changes in employment law and industry best practices.
Compliance and Risk Management
- Ensure adherence to all applicable employment laws and regulations within Alberta and Canada, including occupational health and safety legislation, employment standards, human rights, workers’ compensation, and privacy laws.
- Monitor changes to legislation and update internal practices and policies to remain compliant.
- Ensure systems and processes are created, developed and implemented to automate and streamline operational processes and integrate information.
Leadership and Development
- Oversee, lead, support and provide guidance to the Talent Coordinator team, Ability Management Specialist, and Occupational Health & Safety Consultant.
- Ensure ongoing training and development opportunities to build a skilled, efficient, and customer-service oriented team.
- Collaborate with colleagues to support the college on a variety of committees including the Health and Safety Committee and the Psychological Health & Safety Advisory Group.
WHAT YOU BRING
- A degree in Human Resources, Business Administration or related field. A combination of education and related experience will be considered.
- 5-7 years’ experience leading and managing within an HR environment preferably in the areas of benefits administration, occupational health and safety, HR systems/reporting and ability management.
- Experience in a unionized environment and interpreting collective agreements is considered an asset.
- Strong experience with OHS and Workers Compensation legislation. WCB case management experience is required.
- CPHR and/or CRSP designation is considered an asset.
- Experience with MS Office, PeopleSoft HR, Simplicity, Alberta Blue Cross Flex Tool, and SucessFactors is considered an asset.

SALARY: $101,416 - $126,739 reflective upon what you bring AKA your education and experience. This is a full-time one year leave cover-off position with immediate access to our great pension and benefit programs.
