The Strategic Project Management Office within Business Technology Services (BTS) engages strategic digital transformational initiatives that have direct contribution to NorQuest 2030: We Are Who We Include strategy. We apply best practices for managing projects, change, and risk to ensure high quality deliverables, effective coordination of resources, and transparent progress reporting. Members of the SPMO work in close partnership with a broad range of stakeholders, bringing the right teams together to streamline the demand, end-to-end delivery, and operational services in order to mobilize change and achieve value. We strive to be the center of excellence drive strategic outcomes through transformational Project Management, Business Analysis, and Change Management with collaborative partnerships across the College Community.
Reporting to the Managing Lead of the SPMO, the Project Manager is accountable to lead and guide the delivery of enterprise level and high complex priority digital transformational programs and projects that drive for strategic business outcomes. In addition to planning, executing, and delivering mission critical programs/projects on time, within budget, and in accordance with the defined scope, this role is accountable for change management, risk management, stakeholder management, team leadership, conflict resolution, and securing resources.

- Work collaboratively with business unit and faculty leaders to facilitate the design and ongoing management of their assigned projects, and to facilitate success of assigned projects.
- Use strong consultation skills to understand needs, and uses verbal and written communication skills to influence decision-makers and project teams to achieve project and program success.
- Provides oversight and coordination of related projects, identifying interdependencies, risks, and ways to improve efficiency and cost effectiveness.
- Reports on assigned project performance to program manager and project team.
- Provides recommendations to key program and project stakeholders to resolve issues, improve execution, and improve outcomes.
- Collaborates with stakeholders across the college to prepare project proposals and business cases, including the desired outcomes to be achieved, critical business requirements, potential approaches, budgetary estimates, and strategic alignment.
- Fully responsible for definition, approach, facilitation and satisfactory completion of projects. Provides effective leadership to the project team, taking appropriate action where team or project performance deviates from agreed expectations.
- Ensures procurement requirements are accurate and comprehensive. Evaluates tenders based on specification and evaluation criteria, prepares acceptance documentation and advises on contracts and service level agreements.
- Monitors and reports on supplier performance, and customer satisfaction, ensuring that vendor performance complies with contract terms. Engages with suppliers to resolve incidents, problems, or performance issues.
- Investigates operational requirements, problems, and opportunities, seeking effective business solutions through improvements in automated and non-automated components of new or changed processes, working collaboratively to identify potential benefits and available options for consideration, and in defining acceptance tests.
- Contributes to selection of the requirements approach for projects, selecting appropriately from predictive (plan-driven) approaches or adaptive (iterative/agile) approaches. Manages scoping, requirements definition and prioritization activities for initiatives.
- Working in collaboration with stakeholders, recommends, tailors and implements business process improvement methods and tools at the project and team level, contributing to definition of policies, standards, and guidelines for business process improvement.
- Promotes collaboration and sharing of ideas and knowledge among internal teams and external partners.
- Provides advice, guidance and expertise to promote adoption of methods and tools and adherence to policies and standards. Manages reviews of the benefits and value of methods and tools, and recommends improvements.
- Creates change management plans, considering IT, data migration, training and engagement activities, and any business activities required to integrate new processes or jobs into the "business as usual" environment.
- Creates IT solutions procurement collateral, in compliance with public procurement standards, such as scope of services, schedule of prices, technical and commercial evaluation criteria, bulletins and clarifications, awards, etc.
- Prepares, monitors, controls and reports project finances in the budgeted categories i.e. Capital and Non-capital.
WHAT YOU BRING:
- Minimum 5-7 years’ experience in a project manager role.
- PMP (Project Management Professional) designation through the Project Management Institute, or equivalent such as PRINCE2 Practitioner (Highly desirable)
- PROSCI Change Management certificate (Highly desirable)
- Mastery of MS Office Suite - including MS Project, Smartsheet, Monday.com and other project management software.
- Proven experience leading organizational change initiatives on large projects.
- Demonstrated negotiation and communication skills to effectively present and clarify requirements, expectations, ideas and concepts to various audiences/stakeholders; strong ability to clearly express ideas in an organized and structured format, that meets the needs of targeted audiences
- Demonstrated experience in working with different levels of leadership to engage and influence positive outcomes
- Demonstrated experience in managing technology transformation projects and strong understanding of procurement processes for licenses, hardware equipment, and fee for services
- Demonstrated strong experience managing project financials and developing forecasts within a defined budget.

SALARY: $79,436-$99,264 annually, reflective upon what you bring AKA your education and experience. This is a full-time Out of Scope permanent position with immediate access to our great pension and benefit programs.
